A queue holds the caller and rings agents. Attach a public number when that number should enter the queue instead of a location.

Add the people who should take calls. The queue rings them. A caller stays in the queue when those people are already busy.
The number on the queue
Assign the public number to the queue. If that number is also on a location, the location route wins, so choose one place for it.
What a queue does not do
It does not start the receptionist, send an SMS, or dial a mobile by itself. Forwarding and texts are separate.

No. They wait until an agent answers.
Is there a monthly fee for a queue?
There is no monthly platform fee. SMS stays prepaid per segment. The call center uses the same account.
